Job Description
SUMMARY
Directs, plans, coordinates, and oversees the operations of the Administration, Recreation Programs, Parks and Public Lands, Golf Course Operations, and Golf Course Maintenance divisions within the Recreation and Parks Department. Ensures the Department aligns with and supports the Town’s strategic planning goals while maintaining a focus on its mission to enhance the quality of life for residents, property owners, and visitors.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Evaluates community needs and develops department-based strategic planning and vision.
Oversees the development and enhancement of recreation and parks facilities, programs, and services; prepares goals and objectives to guide staff in project management, promotion, and advancement of department operations.
Manages department-based capital projects.
Develops, plans, and executes department budgets; oversees purchasing within fiscal guidelines; authorizes or approves departmental expenditures.
Develops and manages funding sources, including program, event, facility, and golf course revenue, sponsorships, grants, gifts, etc.
Plans and organizes meetings of the Recreation & Parks Committee; serves as the department advocate, subject-matter expert, and liaison.
Attends City Council meetings and work sessions as needed to provide reports, requests for support, or address other identified needs.
Works cooperatively with and supports other City departments in successfully accomplishing work efforts, and in developing short- and long-range goals for Ocean City; collaborates with City legal representatives.
Attends and participates in professional groups and committees; advocates for the Town of Ocean City and the profession of Recreation & Parks.
SUPERVISORY RESPONSIBILITIES
Manages subordinate supervisors who supervise full-time and temporary employees in the Administration, Parks, Recreation Programs, Golf Course Operations and Maintenance. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and firing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE : Bachelor's degree (B. A.) from four-year college or university and at least 10 years of management experience preferred or an equivalent combination of technical training, education and experience.
LANGUAGE SKILLS : Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS : Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY : Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS : Certified Park and Recreation Professional (CPRP) through the National Recreation and Parks certification board. Valid driver's license.
